Presenters
Richard Krolewski
Richard Krolewski, CEO of the FRP Institute for Civil Infrastructure, has dedicated much of his professional life to the concrete and construction industry through a multitude of positions. He has a broad range of expertise in developing specifications and serving as a liaison between the concrete industry and the regulatory community at the federal, state and local level.
Krolewski's portfolio includes many successful projects with federal, state and local agencies based on longstanding relationships with key players within the manufacturing and regulatory communities. He founded Regulatory Resources LLC in 2020 to serve as a linchpin between producers, contractors and public officials. In 2021, Krolewski worked with a forward-thinking group of transportation officials and industry composites experts to form the FRP Institute for Civil Infrastructure. The primary mission of the FRP Institute is to advance the development of 21st century infrastructure while creating opportunities for concrete manufacturers and suppliers to the industry.
Scott Arnold, P.E. – Keynote Speaker
Scott Arnold is the Director of Engineering Solutions at Fyfe Company. He has been working with Fyfe Company for over 30 years on the design and development of the Tyfo® FRP composite strengthening systems. He is a licensed civil engineer in multiple states and has a Bachelor of Science in Structural Engineering from the University of California at San Diego.
Eri Vokshi, P.E.
Eri Vokshi is a Technical Sales Manager at Sika-US. She has 11 years of experience with FRP materials and design. She holds a Master’s degree in Material Science from Arizona State University and is a professional engineer. Eri is also an active member of ICRI, ACI, SEA and the chair of ACI 440-0E subcommittee.
Rudolf (Rudi) Seracino, PhD, F.ACI, F.IIFC, M.ASCE
Dr Rudolf (Rudi) Seracino is the Paul and Dora Zia Distinguished Professor in the Department of Civil, Construction, and Environmental Engineering at NC State University, USA. He earned his B.A.Sc. (Hons) and M.A.Sc. in Civil Engineering from the University of Toronto, Canada, and his Ph.D. in Civil Engineering from the University of Adelaide, Australia. His primary research interest over the past 25 years is related to the use of fiber-reinforced polymer (FRP)
composites in critical civil infrastructure. He is the Director of the NSF Industry/University Cooperative Research Center for Integration of Composites into Infrastructure (CICI) at NC State University, and an elected Fellow of the American Concrete Institute (ACI), and the International Institute for FRP in Construction (IIFC). He is on the editorial board of the ASCE Journal of Composites for Construction, and is a voting member of ACI Committee 440 on FRP Reinforcement and the PCI FRP Committee. Dr Seracino currently serves as the lead auditor of the FRP Institute.
Gene Latour
Mr. Gene Latour is the VP Sales for V-ROD Canada, aside from educating owners and consultants, Gene acts as a liaison between V-Rod USA researchers, rebar fabricators and onsite implementation with general contractors. Along with numerous small group meetings, Gene has presented at many conferences and seminars across the US and Canada. Mr. Latour is also a member of ACI, TAC, CSCE, ASCE, CPCI, CCPPA and RSIC and various marketing committees.
