Roads Scholar #13: Inspection of Local Bridges
(Part 2)
About the Course
In Louisiana, local bridge owners are responsible for performing Special Inspections of bridges to monitor known or suspected deficiencies. According to the AASHTO Manual For Bridge Evaluation, these Special Inspections can be conducted by a “qualified person familiar with the bridge” who has been provided with the “guidelines and procedures on what to observe and measure.”
This class will provide the basic training for local agency personnel to perform Special Inspections of bridges owned by parishes and municipalities and document findings in accordance with the DOTD Bridge Inspection Manual. LTAP has worked closely with the DOTD Bridge Inspection and Maintenance Section to ensure that the class reflects the requirements of DOTD’s compliance program in accordance with the National Bridge Inspection Standards.
It is strongly advised that each parish sends at least one bridge inspector or supervisor to this course in order to meet compliance requirements.
You must have completed Part 1 (virtual training in June or September 2021) to be eligible to attend this class.
RS#13 Part 2 Course Details & Completion Requirements
Completion of Part 2 consists of attending one in-person 6-hr day of training.
In order to receive full Roads Scholar and/or DOTD Structured Training Program credit, you must have taken both Part 1 and Part 2. Part 1 was offered virtually in July and September 2021.

Instructor
Kent Hardin
Kent Hardin has 38 years of experience in the construction, inspection, and maintenance of bridges. He worked as an iron-worker early in his career before accepting employment with the LA DOTD in 1984. Kent worked in various capacities with the LA DOTD from 1984 until 2019. He served as a DOTD Bridge Inspector from 1985-2001 and then as the Bridge Maintenance and Inspection Supervisor for District 08, a 7 parish area in central Louisiana, from 2001-2012. From 2012 until his retirement in 2014, he held a statewide QA/QC Bridge Inspection position. Kent continued to work in the bridge inspection field through part-time, QA/QC assignments for DOTD through 2019 and currently performs interim bridge inspections for multiple consulting engineering firms and local government agencies. He also performs Routine bridge inspections for the US Forest Service in Louisiana, Mississippi, and Texas. He is certified as a Bridge Inspection Team Leader by DOTD and as a Senior Engineering Technician in the field of Bridge Safety Inspection by the National Institute for Certification in Engineering Technologies (NICET).

Professional Development Hours (PDHs)
LTRC is a Louisiana State Board of Registration for Professional Engineers and Land Surveyors, approved Sponsor/Provider of Continuing Professional Development. Professional Development Hour (PDH) credit will be awarded as follows: six (6) PDHs for Part 1 of the course.
